Board Chair

Dr. Charlyn A. Hilliman, Ph.D., MPA, CDE® is a board leader, executive advisor, and technologist with extensive experience supporting mission-driven organizations across healthcare, home care, higher education, and technology. Her work centers on governance, organizational resilience, and the responsible use of data and technology to advance community-centered outcomes.


Dr. Hilliman serves as Board Chair of  Independent Sustainability Systems, Inc., where she provides strategic oversight, fiduciary leadership, and governance support. In this role, she works closely with the Board and executive leadership to ensure mission alignment, ethical operations, and long-term sustainability. Her contributions emphasize accountability, transparency, and the integration of sustainability principles into practical, community-informed systems.


Outside of her board service, Dr. Hilliman is the owner of A Place At Home — Winter Garden, a community-based home care organization serving older adults and families in Central Florida. She leads the organization with a values-driven care model grounded in compassion, accountability, respect, and ethical practice, while navigating complex regulatory environments and ensuring operational and financial integrity.


Dr. Hilliman is also the Founder and Principal of ETHILL Consulting, LLC, where she advises boards, executives, and leadership teams on governance, risk management, regulatory compliance, program evaluation, and organizational change. Her consulting work spans nonprofit, healthcare, and education sectors and is informed by deep experience in data governance, digital transformation, and strategic planning.


Previously, Dr. Hilliman held senior executive and academic leadership roles at Capella University, serving as Vice President, Dean, and Research Faculty. Her earlier career includes leadership positions at Florida International University, NewYork-Presbyterian Hospital, and Columbia University, with a focus on information systems, technology policy, and institutional operations.


Dr. Hilliman holds a Ph.D. and M.Phil. in Criminal Justice with a specialization in policy from the City University of New York Graduate Center, a Master of Public Administration with a specialization in information systems from John Jay College of Criminal Justice, and a Bachelor of Science in Computer Information Systems. As Board Chair of  Independent Sustainability Systems, Inc., she is committed to advancing thoughtful governance and sustainable, community-centered solutions.
